Reading blurred text is not the same as unblurring an image
These get searched for interchangeably and they are different jobs with different outcomes. Restoring a blurred photograph means producing a sharp picture from a soft one — and since blur removes information rather than hiding it, nothing can do that faithfully. Tools that appear to are generating a plausible sharp image, inventing detail that was never in the file. For a face or a landscape that is often fine. For an account number it is worse than useless, because the invention is indistinguishable from the truth.
Reading the text is the tractable version of the problem. A blurred character still carries a recognisable shape, surrounding words still constrain what it can be, and a model reading the whole line can often resolve what your eye cannot. Nothing is invented — the answer either is or is not supported by what survives in the file, and when it is not, you get told so.

- Track down the original file — the camera roll copy, not the version from a chat thread.
- Crop tightly around the passage, so the words are the whole image rather than a corner of it.
- Enlarge the crop before uploading. This adds nothing, but it stops the words being discarded as noise.
- Raise contrast slightly if the image is also dark or washed out. Do not sharpen aggressively.
- Upload and read the result — then verify anything consequential against another source.
